REFEREE NEWS
2008-09 Season: Background Screenings For the 08-09 season, all officials assigned to junior events will need to have a clear background screening. Badger Region will cover the cost of the first screening for all non-club affiliated officials in 08-09 and in years to follow the Region will cover the first screening for first-time non-club affiliated officials. The form can be found on the "Foms" page.
Congratulations to Jim Momsen and Craig Madson! Both have been accepted as Junior National candidates this year.
Clarification on USAV Rule allowing a Junior Assistant Coach to Stand Click here to download the "USA Volleyball 2007-08 Rules Interpretation Bulletin #1" with clarification on the new USAV5.3.1 rule: "One assistant coach may leave the bench to give instructions on the court. This assistant coach may give these instructions while standing or walking within the free zone in front of his/her team bench from the extension of the attack line ujp to the warm-up area, no closer than 1 meter from the court, without disturbing or dealying the match. Other assistant coaches may give instructions to players on the court while remaining seated on the team bench."

BALL HANDLING CONCEPTS An article has been written by Wally Hendricks, Vice President, Officials Division USA Volleyball regarding first ball contacts. The key concept that should be taught or learned is "over control" versus "under control" of the first pass. If the ball is "over controlled" it should be called a held ball. For example if a player takes a ball very low with the hands in an ugly way but the ball goes straight forward or down, then it should not be called. If, instead, the player is able to catch the ball (it might look pretty to beach players) and use his/her wrists to make a nice pass to the setter, it should be called a held ball.
